People’s Television Network, Inc.
The People's Television Network, Inc. (PTNI) more popularly known as PTV-4 is the Philippine government’s flagship television network. It is a government-owned and controlled corporation created by law under Republic Act 7306 amended by Republic Act 10390.
The Presidential Communications Office (PCO), which is under the Office of the President, supervises and controls PTNI. The station airs news and current affairs on free TV channel 4 on very high frequency.
It is one of the three television channels owned by the Philippine government along with Intercontinental Broadcasting Corporation (IBC-13) and Radio Philippines Network (RPN-9). It is, however, the only one the government wants to retain and develop. RPN-9 is partly-owned by private entities, while IBC-13 has been up for sale since 2016.
The channel underwent modernization and new equipment purchased after former president Benigno Aquino III signed Republic Act 10390 that gave an additional P5 billion for the channel’s operations.
In 2022, PTNI began expanding in Ilocos Norte with the construction of a Php 39.5 million transmitter station at the Mariano Marcos State University. The infrastructure includes a 250-foot television broadcast tower and building.
Although PTV’s audience share is not substantial compared to the commercial stations in the country, the channel gained leverage when President Rodrigo Duterte announced a month before his assumption into his office that he would no longer grant interviews nor hold press conferences and would only announce official statements through the state-run channel. Other networks had to ask permission from PTV-4 to tap into its broadcast so the other networks could air it on their channels.
The policy no longer holds, but President Ferdinand Marcos, Jr. also does not hold press conferences, although Press Secretary Cheloy Garafil, head of PCO, conducts media conferences open to all accredited media outlets and vloggers and is no longer exclusive for PTV coverage.
PTV is also gunning to be the "top 2 TV network by 2024," its General Manager Annalisa Puod told lawmakers during the 2023 budget deliberations in the Senate.
