Presidential Communications Office

The Presidential Communications Office was organized February 2023 through Executive Order No. 16 and replaced the Presidential Communications Operations Office.

The office is mandated to develop and disseminate communication from the Executive branch and the Office of the President.

It supervises and controls state-owned media such as People’s Television Network, Inc., also known as PTV-4, DZRB 738 Radyo Pilipinas Uno, and the online outlets of Philippine News Agency, Philippine Information Agency, and Radio Television Malacañang.

Intercontinental Broadcasting Corporation or IBC-13 remains under PCO’s management although the government has been wanting to sell the network since 2016. The Executive department has not been able to propose budget allocations to IBC-13 since 2021. The network has been surviving through congressional realignments of senators and broadcast operation revenues.

PCO is a co-owner of Radio Philippines Network (RPN) along with Nine Media Corporation, Far East Managers and Investors Inc., and other private stockholders.

Journalists and social media content creators covering Malacanang or presidential activities go through the PCO for access and accreditation.

PCO is led by a Secretary, appointed by the President,who oversees content development and public information dissemination. Its undersecretaries and assistant secretaries are likewise handpicked by the Office of the President.

Presently, lawyer Cheloy Garafil heads the communications office, and oversees operations of all state media entities, which have their own managers.
